Until yesterday, if you owned a crumbling, illegal, or hydrogeologically hazardous property, there was an extreme legal "way out": Abdicative Renunciation. Essentially, through a notary deed, you could renounce ownership, and the asset would automatically pass to the State.
But as of January 1, 2026, the government has changed the rules. The 2026 Budget Law introduced a block that is putting thousands of owners in crisis: if the house is not in compliance, you can no longer get rid of it.
The 2026 Innovation: The Void Deed
The new regulation establishes that the act of renouncing ownership is null and void if the property is not accompanied by technical documentation certifying its regularity. Specifically, to renounce an asset, you must prove compliance in:

Environmental: Absence of contamination or hazardous materials (such as asbestos).
In short: the State no longer wants to inherit private "real estate waste." If the property has problems, they remain yours.

Many owners in Sicily have inherited ruins or old stables that were never legalized. Before this reform, renunciation was the only way to avoid:
