CILA: The "Black Box" of Your Renovation. Why It Is the Most Important Document for Home Sellers

If you plan to knock down a wall to create an open space, rewire your systems, or move a bathroom door, there is one acronym you absolutely must know: CILA (Comunicazione di Inizio Lavori Asseverata – Sworn Notice of Commencement of Works).

In the past, many internal renovations were done "off the books" or without paperwork. Today, performing work without a CILA means condemning the property to being unsellable or facing heavy fines. Let’s see why.

1. What is the CILA and what is it for?

The CILA is an administrative filing submitted to the Municipality for all light extraordinary maintenance works. It is called "sworn" because a qualified technician (architect, surveyor, or engineer) must declare, under their own responsibility, that the works comply with building codes and health regulations. What can you do with a CILA?

  • Move internal (non-load-bearing) partition walls.

  • Create a second bathroom or change the layout of utilities.

  • Overhaul systems (electric, plumbing, heating).

  • Split or merge property units (as long as the overall volume is not changed).

2. The Risk of "DIY" Without Paperwork

Many Sicilian owners tell us: "It’s just internal work, who will notice?" The problem arises when you decide to sell. As seen in previous posts, in 2026, no Notary will sign a deed and no bank will grant a mortgage if the cadastral floor plan does not match the actual state of the property.

  • If you moved a wall without a CILA, your house is non-compliant.

  • Without a CILA, you cannot obtain the Certificate of Habitability (Agibilità).

  • Without a CILA, you cannot deduct renovation expenses from your taxes.

3. CILA "in Sanatoria": Fixing Past Mistakes

If you already performed work years ago without notifying anyone, all is not lost. There is the CILA in Sanatoria (for works already completed).

  • The Cost: In addition to the technician's fee, you must pay a fine to the Municipality (usually a flat fee of €1,000, subject to local variations).

  • The Advantage: Once the CILA in sanatoria is filed and the cadastral plan is updated, your property is "clean" and ready to be sold at its maximum value.

4. CILA and Building Bonuses

In 2026, regulations have become extremely strict: to access any state renovation incentives, the CILA is the starting document. Without a properly filed CILA, the State can demand back every cent of the bonus received, plus interest and penalties.

5. Completion of Works and Cadastral Update

A common mistake is thinking that simply filing the CILA is enough. Once works are finished, the technician must file the Completion of Works and the Final Testing (Collaudo). Only then is the cadastral variation updated. Without this step, your home's "black box" remains incomplete.
