SCIA: When the Going Gets Tough. A Guide to Structural Interventions on Your Home

If the renovation you have in mind goes beyond moving a simple partition wall, forget the CILA. We are entering the realm of the SCIA (Segnalazione Certificata di Inizio Attività – Certified Notice of Commencement of Activity). Many owners fear it because it is more complex and expensive, but it is the only legal tool that allows you to touch the "skeleton" of your home.

Let’s see together when it is mandatory and why it is fundamental to your property's value.

1. What is the SCIA and when is it needed?

Unlike the CILA, the SCIA concerns heavy extraordinary maintenance and scientific restoration. It is required when works affect the structural parts of the building or modify urban planning parameters. Classic examples where SCIA is required:

  • Roofs and Attics: Reroofing with changes to slopes or replacement of load-bearing beams.

  • Load-bearing Walls: Opening a passage (door or arch) in a master wall (very common in lava stone or tuff houses).

  • Façades: Changes to the elevations, such as opening a new window or converting a window into a French door.

  • Consolidation: Interventions to make the house earthquake-resistant (vital in the Etna region).

2. The Technician's Responsibility and "Silence-Assent"

The SCIA is a powerful document: once submitted to the Municipality, work can begin the same day. However, the Municipality has 30 days to verify that everything is in order.

  • The technician certifies that the project complies with all regulations (seismic, fire safety, acoustic).

  • Warning: If the technician declares false information or makes errors, they face criminal penalties and suspension, and you risk an order to restore the premises to their original state.

3. Civil Engineering (Genio Civile): The Shadow Watching Over Sicily

Living in a volcanic and seismic land like Sicily means that the SCIA almost always must pass through the Genio Civile (Civil Engineering Office). Any structural intervention must be filed and, in many cases, authorized in advance by their engineers. Making a hole in a load-bearing wall without this step is not just a building violation; it is a public danger that makes the property unsellable and ineligible for a mortgage.

4. SCIA "in Sanatoria": The Cost of "Done Without Permission"

Did you inherit a house where the roof was redone years ago without permits? Or did you open a door in a load-bearing wall without thinking? The SCIA in Sanatoria allows for regularization, provided the intervention complies with both current and original regulations.

  • The Penalty: Unlike the CILA (which costs €1,000), the SCIA penalty is calculated based on the increase in the property's value, starting at a minimum of €516, but potentially rising sharply based on the extent of the violation.

5. SCIA and Habitability: The Final Goal

Without a SCIA correctly closed with a static test/certification (collaudo statico), you will never obtain or update the Certificate of Habitability (Agibilità). In 2026, selling a house without habitability means losing about 20-30% of the market value or, worse, seeing a scared buyer walk away.
